Max Expertise and Marksmanship.
I use Saushali's Recurve Bow (+5e Silencing and +30 HP)

no [savage shot]?
[antidote signet] - bring a monk hero
[throw dirt] - not great to run up to a enemy who will invaryingly die within 10seconds...
no PvE skill abuse?

Is 3 interrupts necessary?
Any suggestions to replace Antidote Signet?
Throw Dirt is as a back up for Lightning Reflexes if aggro fails.
And I don't use PvE skills, aside from Sunspear. Just how I roll.

go take on the ele boss in Shenzun tunnels or a heavy duty monk boss...interupts kick ass
I use 3 for all my dungeon crawls and it works...
PvE skills aen't needed but speed the job up
antidote signet - [sloth hunter's shot]? [screaming shot]? more conditions is good IMO
throw dirt will not help manage aggro if LR fails...unless you replace antidote with [epidemic] or shove in an [extend conditions] mes hero

[sloth hunter's shot] should be on almost all Broad Head builds. The interrupt happens before the bonus damage, so you are gauranteed to always get the bonus damage from Sloth Hunter's. I'm assuming PvE, so monsters will group easily, and often, so [epidemic] does work nicely. If you can run 11+1 Expertise to hit the 12 break point for 10 energy skills, put 6 into Wilderness Survival and grab [Poison Tip Signet] for a cover condition and degen. Lightning Reflexes does nothing but defend you if you are using Rapid Fire. So eithet change LR for Whirling or change Rapid for [Expert focus].

[epidemic] + [volley] + [sloth hunter's shot] = gg PvE
You may also want to add in [splinter weapon] on a hero to take advantage of Volley.
Forget Antidote Signet and Throw dirt. 90% of conditions in PvE don't matter and if they do, have your necro hero use [foul feast].
Throw Dirt blows. Rarely ever useful and not worth putting yourself in danger for.

I'm curious, supposing I didn't want to use [Broad Head Arrow] and instead I wanted to use [Burning Arrow].
I usually use a slightly modified version of the PvP Burning Arrow build. Any suggestions for PvE?
Same rules applies, no PvE skills.
This build I have been working on for a while. I go back and fourth between using 1 or 2 interruption skills or 1 interrupt and a secondary attack skill.
I have checked the sticky guide in the Ranger forums, and it is most definitely lacking, as well as PvX suffering a similar fate.

The guy uses TD defensively not offensively. And depending on his build - I'd say that TD is a decent choice.

PvE is persistent.
The ele boss in S-Tunnels appears only there. Versions of it also only appear in selected areas in the game.
Take the interrupt-overkill-bar into those areas.
In other areas - don't really bother. Just kill things before they become annoying.
If you aren't running Epidemic - then a silencing string is worthless. If the dazed foe is up for 20 secs (the duration of non-extended daze from BHA) I'd check what you are doing in PvE. Foes shouldn't be up and running for that long. Grab a vampiric string.
My main suggestion though is to ALWAYS consider who are you going to play with. If you are playing with people or hench - then you design a 8-skill-bar.
If you are playing with heroes - then you are designing a 32-skill-bar.
Keep in mind that massive defence is needed if you suck at offence.
AND since you aren't relying on overpowered PvE skills - you shouldn't be making mistakes in taking subpar PvP skills.
